To enable the top bar, go to WordPress Dashboard >> Appearance>>Customize>>Theme Options>>Top Bar
Add social links

Add Contact details
Dashboard >> Appearance>>Customize>>Theme Options>>Contacts
Enable Top Bar (Enable to show top bar above header)
